Problem Note 34202: A library-authorization error occurs in the Windows environment
A library-authorization error can occur in the Windows environment. The error message that is generated is as follows:
ERROR: User does not have appropriate authorization level for library library_name
The error can be caused by the setting of the READ-ONLY attribute on the folder. This attribute is ignored by Windows system and utilities, so you might find that you can manipulate the folder through Windows Explorer but not SAS.
To circumvent this problem, follow these steps:

Open a command-prompt window by selecting Start ► Run.
- Type CMD in the Open field of the Run dialog box.

When the command prompt appears, submit the following command:
attrib drive-name:\folder-name
An R might appear in the output from this command, as follows:
R drive-name>:\folder-name
If that happens, remove the R by submitting this command:
attrib -r drive-name>:\folder-name
If you need to change the attribute of a folder and its contents, use syntax such as:
attrib -r "drive-name>:\folder-name\*.*" /s /d
